Indian Railways Announces reforms on ticket cancellation, refund, and boarding point changes

Union Minister for Railways, Information & Broadcasting and Electronics & Information Technology, Shri Ashwini Vaishnaw, announced that in line with Indian Railways’ resolve to undertake reforms during 2026, five new reforms have been approved. With the approval of these new reforms, the total number of reforms for the year 2026 has reached nine.

Ticket Cancellation & Refund Reforms

- Advance chart preparation: Reservation charts now ready 9–18 hours before departure (earlier 4 hours).
- Benefits: reduces uncertainty, helps waitlisted passengers plan, optimizes vacant berth use, and boosts transparency.
- Counter ticket cancellation: Can soon be done at any railway station, not just the originating station.
- E-ticket refunds: No need to file a Ticket Deposit Receipt (TDR); refunds processed automatically upon cancellation.
- Class upgrades: Passengers can now upgrade their travel class up to 30 minutes before departure (earlier restricted to before chart preparation).

Tackling Misuse & Black Marketing
- Tatkal reforms: Technology introduced to detect bots and fraudulent software.
- Aadhaar-based OTP verification: Ensures genuine bookings.
- Data cleanup: Nearly 3 crore fake IRCTC accounts removed, improving ticket availability.

Boarding Point Change
- Passengers can now digitally change their boarding station up to 30 minutes before departure from the train’s origin station.
- Earlier, this was only possible before chart preparation.
- Ensures passengers don’t lose their confirmed seat if unable to board at the original station.

Expected Impact
- Greater transparency and convenience for passengers.
- Reduced misuse of ticketing systems.
- Improved access for genuine travelers, especially those from remote locations.
- Enhanced passenger experience through flexibility and faster refunds.

This set of reforms reflects a strong push toward passenger-centric modernization in railway ticketing, combining technology with convenience.
