Japan Airlines (JAL) and Japan Transocean Air (JTA) have applied to Japan's Ministry of Land, Infrastructure, Transport and Tourism (MLIT) to revise fuel surcharges on international tickets issued in Japan between 1 November and 31 December 2026.
Basis for Calculation
- Fuel surcharge levels are based on the average price of Singapore kerosene-type jet fuel over a two-month period.
- For August-September 2026, the average fuel price was USD 159.19 per barrel.
- Based on an average exchange rate of JPY 157.61 per USD, this equated to JPY 25,089.
Government Support Measures
- Under the standard calculation, the surcharge would have fallen under Zone T.
- However, due to a Japanese government subsidy introduced as an emergency measure in response to the Middle East situation, the applicable surcharge has been reduced to Zone S.
Fuel Surcharge for the period: November 1 ~ December 31, 2026

Customer Impact
- The government subsidy helps moderate fuel surcharge costs for travelers during the applicable ticketing period.
- Customers purchasing international tickets during these two months will benefit from the lower Zone S surcharge level instead of Zone T.
